What did the aide to President Bush have in mind when he said these words to a New York Times journalist in 2004?

Well, yes, it's scripted, like the WWE. Nothing is ever done, or even said, without extensive deliberations beforehand.
It's also a good example of using magic. Those that don't believe in its existence and its power are defenseless against it (which is the exact opposite of how most people think of it). That is how they create their own reality. It is how people are manipulated. It is how you can prove to the sheep what is being done, by using proof in the real definition of the word, and it is ignored.

That's a very astute analysis.
Even stage magicians will use slight of hand techniques and other methods of distraction when performing their acts.

I think what we're seeing now is evidence of a loss of control, over what they thought they had control over. They are the ones that should be scared shitless, not us.
