I found out only one SS agent rented a hooker, and wouldn't pay her $47.

Most people presume "you get what you pay for", so you're not going to get any business at 47 cents.
You should charge $4700. It will create a (false) mystique of high performance.
You only need to make one transaction a month to make a decent living.
