You are assuming that the goal of the WOD was to decrease drug use. It was not and never has been the goal. The goal of the WOD was to keep the price of drugs high so that the US federal government could make bank on illegal drug sales in order to fund their black ops and line the pockets of politicians and those who pull their strings. The WOD also served as a convenient excuse to continuously chip away at the Bill of Rights and increase the power of local law enforcement.

The WOD has been great for cops nationwide, federal grants have let them pretend that they're in the army with shiny new guns and para-military uniforms with scary facemasks.
