Washington (AFP) - The United States has found that Russia violated a 1987 arms control treaty by testing a ground-launched cruise missile, a senior US official said late Monday, calling the matter "very serious."

The announcement adds a new dispute at a time of already heightened tensions between Washington and the Kremlin over the crisis in Ukraine, with western countries accusing Russia of arming Ukrainian separatists and destabilizing the country.

The US concluded in a 2014 report that Russia had violated the Intermediate-Range Nuclear Forces Treaty, which barred it from possessing, producing or flight-testing such cruise missiles with a range of 500 to 5,500 kilometers, the official told AFP.

President Barack Obama has sent a letter to his counterpart Vladimir Putin on the subject, which the administration official described as "a very serious matter which we have attempted to address with Russia for some time now."

Washington was prepared to discuss its determination with Moscow "immediately" in senior-level bilateral talks, the official added, saying Congress and US allies have been kept abreast of the matter.

"The United States is committed to the viability of the INF Treaty," the official said. "We encourage Russia to return to compliance with its obligations under the treaty and to eliminate any prohibited items in a verifiable manner." The Intermediate-Range Nuclear Forces Treaty (INF), signed by then US president Ronald Reagan and his Russian counterpart Mikhail Gorbachev, eliminated nuclear and conventional intermediate range ground-launched ballistic and cruise missiles.

The official said the INF treaty served the "mutual security interests of the parties" -- not only the United States and Russia but also 11 other successor states of the Soviet Union.

"Moreover, this treaty contributes to the security of our allies and to regional security in Europe and in the Far East."

"The United States will, of course, consult with allies on this matter to take into account the impact of this Russian violation on our collective security if Russia does not return to compliance," the official said.

In January, State Department spokeswoman Jen Psaki said Washington had raised concerns with Moscow following a New York Times report it had begun testing a new ground-launched cruise missile as early as 2008, and that the State Department's senior arms control official had repeatedly raised the issue with Moscow since May 2013.

Psaki said at the time she could not refute the details of the Times report, and that there was an ongoing interagency review to determine whether the Russians had violated the terms of a US-Russian arms control pact.

Jay...The tech has far exceeded what the treaty was trying to equalize. A patriot or a Sm2 could launch a low yield air burst and create an emp that could really F up the infrastructure unless it's shielded. As far as the Gen. is concerned about the bombers , a B-52 could launch at least 30 cruise missiles each. They don't have to have a Nuc onboard. B-1s fly nap of the earth launch theirs and don't forget the B2s which fly pretty much where they want. How fast, how high, no ones saying. Also we can strike any target with a ballistic projectile within 1 hour anywhere in the world.

[Anthony Warren] The missiles in question were the most heated debate during treaty talks with the Soviet Union starting all the way back with the signing of SALT 1 & SALT 2 Treaties (which DD NOT ban them).... Medium Range atomic capable cruise missiles at that time were a HUGE concern to our European Allies, Particularly Germany, Finland, Sweden, Denmark and Anywhere that was within striking distance of them. They were CALLED Tactical weapons... But were also capable of carrying warheads that were MUCH larger then a typical tactical design. The warning for such devastation weapons would have come after the first one hit. The USSR deployed them all across their borders to the West, and the USA hung them in pods on B-52 Bombers... One Bomber could carry as many as 30 MRCM and launch each one on a dedicated or selected target. They were very scary weapons..... They could carry warheads that normally were only found on intercontinental strategic missiles fired from silo's or portable launchers. Those weapons give a 25 or 30 minute warning time, at the time that was enough to get inside YOUR shelter, or try to get to one of thousands in every State and City. The Cruise Missile would have sounded like a small jet going over then everything got REAL BRIGHT, AND REAL HOT in micro-seconds... With ZERO warning... After the treaty was signed, the USA pulled a couple thousand out of service. Some may still be kept as "break glass in case of emergency" weapons.... But testing, or building new ones as STRICTLY TABOO.25-2...

[Alex] You are right but, on a strictly formal side, the agreement had been signed with the SU, not Russia and it would be prudent to sign similar treaty with Russia years ago. An assumption that they are going to respect all Soviet treaties is a little bit on a wishful thinking side, especially taking into an account that we felt free to make a distinction when it suited our interests4-1.

The former article states the violation took place two years ago, Russia was notified and blew it off. The matter was dropped. This renewed interest is due the fact Russia has proof of Kiev shooting down the 777 intentionally, and with cooperation from the US for political and tactical purposes as the motives...which are obvious. Other tidbits are claiming Russia owes 50 billion from arbitration, and Russia is shelling Ukraine and supplying heavy weapons. It's all US media BS, but I personally wish Putin would roll the tanks in and eliminate every KIev terroist responsiblwe for tshooting that aircraft down. The US reports the Netherland government are considering sanctions, but I'm assumiong the Dutch people would like to get their hands around the throats of every KIev terroirst involved. It is an insult and a crime by the international investigative committee that members of the US and Ukraine haven't already been arrested for lying and obstruction. Both have already refused to turn over evidence existing and/or "alleged". So either they get arrested, or the investigation itself is a farce and a crime, which it already appears by ignoring the present facts and evidence. Tatarewicz...Remember Russia, by supporting Iran and Syria is the biggest obstacle to Israel's expansion in ME. So unless US politicians browbeat Putin into dropping his pro-Arab stance they are not going to get vital Jew support in congressional elections..
