The government is anticipating an economic collapse resulting in hunger and major unrest. Those in power are not going to take any chance of losing their power and control over the people. Therefore, they are prepared to murder millions, even tens of millions to maintain power.
What is right or wrong is not relevant. They are only interested in maintaining their positions of power regardless of how many people they must kill.
