SAN FRANCISCO (CBS SF) — With an increase in electric and hybrid vehicles along with better fuel-efficient vehicles, changing Bay Area drivers habit are posing a serious problem for state coffers.

As motorists use less and less gas, gas tax revenues to pay for state highways, roads and bridges shrink. Meanwhile, as gas prices fall, so does the sales tax generated by fuel sales. In California, among the taxes collected on fuel is a 2.25% sales tax on gasoline and a 9.67 percent tax on diesel.

Some state lawmakers feel a mileage tax is the best solution.

To pay for the shortfall, California officials are considering a plan that would replace California’s gas tax with a fee for each mile motorists drive. Drivers who log the most miles will end up paying the most, no matter how fuel efficient their car is.

In 2003, revenue reached $2.3 billion. In 2013, it was $2.62 billion. Governor Jerry Brown says there is a $59 million backlog on highway maintenance.

A 1.5 cent mileage tax is already being implemented in a test program in Oregon. Similar programs are under consideration in Colorado and Washington.

The plan has supporters and detractors across the political spectrum.

The current state gas has remained at 36 cents a gallon since 1994. The federal gas tax has been 18.4 cents a gallon for more than 20 years.

The useless bastards want to do the same thing here in Minnesota.

Here's the problem. The pigs at the trough already misspend millions if not billions of dollars, and added taxation is how they cover their asses. Rather than admit that they are fallible, irresponsible and stupid, they will tax the crap out of the people and nobody will stop them.

If our founding fathers were alive right now, they would be ashamed of what this country has become. We are a laughable joke to what our heritage used to be.

I am looking at escaping Minnesocialism as it is. I cannot abide by the treasonous representatives we have here, and I am sick of the lies of the liberal left.

I just did a google search for Law Makers Consider Raising Gas Taxes.

Nearly EVERY SINGLE STATE is having this problem. Revenue "shortfalls" and what not.

But I guarantee you that it will be California, NY, and Illinois leading the pack for imposing highest mileage taxes.

this is way old news. they already passed and implemented the pilot program which is the required legal prerequisite to implement this mileage tax. This isn't something that is done 'magically' or that they just thought of because of low gas prices. they've been working on it for years and the governor signed the bill into law last year. it took effect January 1st. It states their goal of implementing the actual road-usage charges within 2 years.

Blame CBS for omission of facts, not me!

Jerry Brown and the Dem's probably want to use falling gas prices as an excuse to implement the mileage they've been planning for a while. I doubt they'll drop the gas tax when they put the mileage tax into operation. The article below says the mileage tax will cost more to administer than the $ it brings in - Dems will love it! - more gooberment job creation.
