He's channeling Slick Willie's cheap futurism. Nobody remembers it, but he and Al Bore swept to power calling their agenda a "New Covenant" for amerika, whoop de do, and then spent 8 years to tell us to get our minds off icky-poo things happening right now and onto the glorious FUTURE awaiting us thanks to people like him.
