(AP) — The first four of the female enlisted sailors selected for the Navy's "silent service" began training this week at submarine school in Groton, the latest milestone in the elimination of one of the U.S. military's few remaining gender barriers. "Congress has the constitutional responsibility to set the rules and regulations governing the armed forces (Article I, Section 8)." -- not the Executive branch, not the Judicial branch, not Pentagon Policies nor any office or branch of the Armed Forces, not the Council on Foreign Relations and not the UN [See: usconstitution.net: AIS8 + 4um Reference].
