Judge Napolitano would not go on national television and make an outrageous statement that could not be backed up.
Very interesting. We should see the FBI transcript Napolitano is referring to, along with the 911 transcript with date/timestamps.
From what I know of Napolitano, I can believe what he says, but that doesn't mean the FBI transcript he refers to is correct. Certainly if the FBI transcript disagrees with the 911 record and other evidence, than one or the other is wrong.

Mina said this was still under investigation, but appeared to acknowledge that it did occur, saying, Those killings are on the suspect and on the suspect alone, in my mind. House Speaker Paul Ryan and other opponents of the Obama administration suggested that the records had been censored to downplay the role of Islamist extremism, and reporters objected that the calls were clearly a public record and therefore covered by Florida law mandating transparency.
This is the "Investigative Update Regarding Pulse Nightclub Shooting". There are a number of interesting nuggets here.
"Based on OPD radio communications, there were no reports of shots being fired inside Pulse between the initial exchange of gunfire between responding officers and shooter, and the time of the final breach. During this time, the shooter communicated with an OPD 911 operator and an OPD crisis negotiator, and OPD radio communications reported that victims were being rescued."
