It's so very sad when there are so many of these damn trigger-happy cops murdering people that I cant even keep track of them anymore. The latest case, a travesty of justice is a cop in Winslow Arizona who killed a beautiful 27-year old woman, Loreal Tsingine. Police had been called with claims that the native American woman and mother had stolen beer from a Circle K convenience store. They responded by summarily executing her on the street, shooting her four times. The cop, as usual in these cases where the cops/government investigate cops, got off scot-free.

The investigation and subsequent whitewash in this case were particularly rapid, with the killing occurring in March, on Easter Sunday, and the conclusion reached in July.

This news comes out the same week that the corrupt Attorney General in Idaho announced that two deputies in Council, Idaho would not be criminally prosecuted for killing 62-year-old rancher Jack Yantis last November 1st. The sheriff of the town glibly quipped that We Have A Rodeo Going On, The Yantis Decision "Is An Unnecessary Distraction"

Native News Online reports:

"The decision was issued by the office of Maricopa County Attorney Bill Montgomery, in a letter dated July 19, 2016 to Winslow Police Department chief of police Stephen Garnett. The case was investigated by the Arizona Department of Public Safety. Their report was sent to the Navajo County Attorney’s Office where Winslow is located. That office punted the report to the Maricopa County prosecutor’s office for review and indicated there will be no charges against Shipley.

Since being employed as a police officer for the Winslow Police Department Shipley has received poor reviews.

Prior to being hired by the Winslow Police Department, he was not given a good recommendation by at least two officers who trained him to become a police officer, according to The Associated Press.

According to The Associated Press, the two officers had “concerns about his work, including that he was too quick to go for his service weapon, ignored directives from superiors and falsified reports." [link]

Look a this cop with his death-worshipping t-shirt! The most ironic thing is that the cop literally looks identical to the fictional death character on his t-shirt.

They certainly didn't take to heart the line from 'Take it easy' in Winslow.

By the way, I've been through Winslow many times, it's always seemed like a pleasant, sleepy town off I-40 in the middle of nowhere, AZ.

No profession is free of bad apples and that includes police and trucking.

I'm not sure how Associated Press got hold of Police Officer Shipley's personnel records at his previous job. Typically employment records are highly confidential and do not need to be released in response to FOI requests by the press. Assuming AP did not have privy to Shipley's personnel records, then what they published was based on hearsay, gossip.

Officer Shipley's T-shirt symbolizes zero to me about his professional conduct. It's a cheap made in China T-shirt that he or his SO purchased at Walmart, which he wore off duty in his personal life.

As for the incident that went down involving the suspect, Ms. Loreal Tsingin, BASED ON VIDEO and WITNESS STATEMENTS it was judged to be a justified officer shooting. The "lovely"Native American , Ms. Tsingin, matched the description of a shoplifting suspect, who had harassed store employees. When Officer Shipley stopped her on the street, she resisted arrest and took a swipe at Officer Shipley with scissors. Shipley retreated to his car to get his service weapon. Shipley warned her multiple times to drop the scissors, which she refused to do. She continued to advance on him and threaten him with the scissors.

Sorry but this was Darwin's Law in action. Officer Shipley did not victimize Ms. Tsingin. She was a victim of her own stupidity and/or alcohol/drug addled brain.

You cannot resist arrest, take a swipe at a LEO with sharp scissors; then continue to advance on the LEO after he retreated, not comply with numerous warnings to drop the weapon, and not expect a lethal force response.

Did you even read the news release giving the background of the incident?

Maricopa County Attorney Bill Montgomery has announced that no charges will be filed against Winslow Police Officer Austin Shipley in the shooting that led to the death of Loreal Tsingine.

“After a careful review of the facts surrounding this case, including available video evidence and witness statements from all involved, my Office has found no evidence of criminal conduct on the part of Officer Shipley,” said Maricopa County Attorney Bill Montgomery.

On the afternoon of March 27, 2016, Winslow Police received multiple calls from a Circle K convenience store of a woman shoplifting and harassing store employees. Officers responded to the scene, but the suspect had already left the store. Officers began to search for her and Shipley located the suspect walking west on West Fourth Street in Winslow within proximity to the Circle K.

Officer Shipley attempted to detain her, but the suspect did not comply with orders and while resisting arrest, she was taken to the ground. The officer saw that she was holding scissors, which she swung at him. He then retreated with his duty weapon drawn and gave multiple commands for the suspect to stop and drop her weapon. She did not comply but instead got up and aggressively advanced on the officer with scissors in hand. Officer Shipley discharged his weapon and the suspect was pronounced deceased at the scene.

The Tueller "21-Foot Rule" has been a part of police officers' training US wide the past 36 years because numerous drills show that a suspect armed with a knife can kill a police officer armed with a handgun within a distance of 21 feet.

Ms. Tsinigine had a rap sheet. She had previously assaulted a police officer 9 months before her encounter with Officer Shipley. She had an outstanding arrest warrant. She acted aggressively towards staff at the Circle K store where she shop lifted goods. She took a swipe with the scissors at Officer Shipley when she was resisting arrest and he was unarmed. Shipley retreated and gave Ms. Tsingine multiple warnings to drop the scissors. She not only did not comply, she continued her advance on Shipley within 21 feet of him. At that point, he had gotten his fire arm from the police car. Hello!

Furthermore Ms. Tsingine was a mentally unstable woman. Her aunt admitted that Ms. Tsangine was on medications that caused her to "act out." Crazies on drugs kill people all the time. What was Shipley supposed to do? Sing Kumbyeyah and hope Tsingine would sing in harmony with him??

Whether or not Shipley had criticisms about his performance in his previous job is irrelevant. His actions were evaluated re: the hostile unstable armed suspect he faced on March 27, 2016, who refused to comply with his lawful requests to disarm herself and instead advanced on him.

Woulda coulda shoulda suggestions by keyboard commandos about peacefully taking down an armed crazed suspect with a rap sheet that included a previous assault on a LEO are bull crap.

The U.S. Supreme Court 1989 ruling ( Graham v. Connor ) stated that each high-risk encounter during a rapidly evolving situation is unique. There's no one-size fits all in police action events where force is used. Shipley's use of force was reasonable under Grahm v. Connor.

It still seems a real stretch. Does anybody here think Shipley couldn't have held off a woman armed with scissors till reinforcements arrived?

Mind you, I'm not in the least sorry the world has one less persistently insane fool in it, but police are lawless now and getting more so with the full blessing and backing of departments. Excessive force they'll use on her, they'll use on us too.

Times have radically changed since ADL and SPLC started brainwashing the institutions.
