I believe the only thing at stake is the authority to control domain names, not the functionality of the net itself, and it could be that in the future, control of domain names could be handled through a blockchain. A blockchain is the same tool in use for who has what bitcoins. It's decentralized, and encryption tech is employed to create a public record of who has what coins (though it is also anonymous -- who has the proper encryption key is the owner). Blockchain data is controlled by no single party.

Blockchain tech could similarly be employed as a means of deciding who has control of a domain name. With this method, no one person could forcibly seize control of a domain name. No judge or suing party could do it, as is done today.

What he is giving up is DNS control. That means if I want to go to the DrudgeReport, China and Obama can send me to an error page. My only defense would be to know the actual number address that the DNS stands for. Obama and China could cut my traffic 99.9%. Before Scalia was murdered, a Supreme Court Justice told Matt Drudge that 2016 was the year they were going to do away with freedom.

I understand the technical issue. And in fact Obama can do that now. LibertyReserve.com is one example.

With this giveaway of authority, some international body oversees control. But the current system has always had a central authority controlling where domain names get routed to. My point is that with blockchain technology, the central authority is done away with. It may be that the best invention by bitcoin makers isn't the digital money, but the blockchain tech that goes with it. Blockchain tech has the potential to supplant any need for central authorities to control who owns what, including domain names.

My only defense would be to know the actual number address that the DNS stands for.

That used to be the case, but these days, a single IP can be used to host any number of domain names, so knowing the IP addr and putting it in your browser address window may not bring up the desired web site.

In this case, yes.

Technology is changing things at an ever increasing rate of speed. Many of those changes are good.

This discussion involves the ability to convert a domain name into an IP address. Presently, this is controlled by a central authority. Blockchain tech can allow this to happen without any need for a central authority. This would mean China could no longer block domain names.
