I believe the only thing at stake is the authority to control domain names, not the functionality of the net itself, and it could be that in the future, control of domain names could be handled through a blockchain. A blockchain is the same tool in use for who has what bitcoins. It's decentralized, and encryption tech is employed to create a public record of who has what coins (though it is also anonymous -- who has the proper encryption key is the owner). Blockchain data is controlled by no single party.
Blockchain tech could similarly be employed as a means of deciding who has control of a domain name. With this method, no one person could forcibly seize control of a domain name. No judge or suing party could do it, as is done today.
What he is giving up is DNS control. That means if I want to go to the DrudgeReport, China and Obama can send me to an error page. My only defense would be to know the actual number address that the DNS stands for. Obama and China could cut my traffic 99.9%. China de-lists websites all the time. They should be able to do that when they get more control. This will give Hillary cover. She can blame China for blocking Drudge.
