Election officials in Michigan found that 37% of precincts in Detroit tabulated more ballots than the number of voters tallied by workers in the poll books.
Hillary Clinton won Wayne County over Donald Trump 67% to 30%.

Focusing on the MARGIN that Hillary beat Trump in Detroit (where the largest vote density is in the entire state), one come up with the conclusion that Hillary did NOT win those votes (that did not exist).
Also, the (fake) counted votes were EXACTLY the number of votes require for Hillary to win Detroit and that county:

Hillary Clinton won Wayne County over Donald Trump 67% to 30%.
