Probably but that is their norm. It doesn't imply they are stupid or inferior. Just like you would not call a healthy chimp or you dog stupid, neither should you refer to Africans stupid. Normal African are healthy, have bilateral symmetry, have excellent coordination, and function very well in the Stone Age environment they evolved in. However, a white with an IQ of 70 is not normal. They are not as healthy, don't have bilateral symmetry, are not well coordination, do not function well in the Stone Age environment they evolved in, and in that environment likely they would not have survive to puberty.
