If these fascinating vignettes don't get tied together very soon, please post a playbill so that we can keep the characters sorted out.
Looking forward to chapter 3, thanks.
The most dangerous man to any government is the man who is able to think things out... without regard to the prevailing superstitions and taboos. Almost inevitably he comes to the conclusion that the government he lives under is dishonest, insane, intolerable. ~ H. L. Mencken
"It does not take a majority to prevail, but rather an irate, tireless minority, keen on setting brush fires of freedom in the minds of men." -- Samuel Adams (1722-1803)
"Resistance to tyrants is obedience to God." -- Thomas Jefferson
OK. The three readings so far could easily be stand-alone short stories: one of my favorite forms of literature.
Let's press on with it.

Again, well done. A bit of fantasy element introduced with the enormous, mounted eagles.
You said you were open to criticism. The only thing that stood out in the entire chapter was something that flagged in my numbers brain. Six hours it would take to fly 80 leagues. If a league is the same as is typical historically, that's 3 miles. That would come to 6 hours to fly 240 miles, which is 40 MPH. That would seem to me to be a rather slow cruising speed for such a large bird to fly. (I used to be a pilot, and 60 MPH is the lift off speed for a 2-place Cessna).
But perhaps in this world a league is significantly more than 3 miles.
I hope you don't mind the nitpicking. You are a skilled writer. Thanks.
