New reports show that migrants have been under-reported by 18,000%. That's a lot! How will the U.S. account for and support this massive influx? What will happen to collective living? It's a scary question! Ankle monitors under reported by 600%.

If the actual number is x, and the reported number is r, then the amount y that x is "under-reported" expressed in percent can be found as follows:

y = ((x-r) / x) * 100%

The limit of y as r goes to 0 is 100%. Therefore, as I explained before, it is not possible to "under-report" x by more than 100%, no matter how few of the actual number are reported.

The numbers are meaningless to you because they are meaningless in toto.

Edit: Added parentheses around the quantity x-r to avoid ambiguity.

That's what I was trying to figure out.
