He clearly also picks and chooses, as these types do, the verses that are convenient for their heresies while ignoring all of the others.
Two verses later it starts clearly, ...

... and if course there's always the chapter prior as well where Paul states quite clearly, 12 For there is no distinction between Jew and Greek:, yet people like McArthur state the opposite and operate on that basis.

There are numerous places in the New Testament where mentioned is "... for fear of the Jews ..."
There was no reason for the disciples to fear anyone else, there's no recurring mention of fearing the Romans. Only the Jews.

This was written by the British Foreign Secretary, Lord Arthur Balfour, in 1917 and presented to the Zionist Organization of Great Britain and Ireland.
It promised the Jews a national homeland in Palestine, which at that time was an Ottoman area.
