Key Points: President's National Strategy For Combating Terrorism

Office of the Press Secretary
Tuesday, September 5, 2006; 11:25 AM

"We're engaged in a global struggle against the followers of a murderous ideology that despises freedom and crushes all dissent, and has territorial ambitions and pursues totalitarian aims. . And against such an enemy there is only one effective response: We will never back down, we will never give in and we will never accept anything less than complete victory. . We will defeat the terrorists and their hateful ideology by spreading the hope of freedom across the world. . The security of our nation depends on the advance of liberty in other nations."

-President George W. Bush, July 4, 2006

Today, The President Released His Updated National Strategy For Combating Terrorism (NSCT), Which Outlines The United States Government Strategy To Protect And Defend American Interests At Home And Abroad From Terrorism. In the years since the terrorist attacks of September 11, 2001, the United States, along with our partners, have waged a relentless war against the terrorists using all elements of national power and influence. We have made substantial progress in degrading the al-Qaida network, killing or capturing key lieutenants, eliminating safehavens, and disrupting existing lines of support.

In Response To Our Efforts, The Terrorists Have Adjusted And So We Have Continued To Refine Our Approach To Defeat The Evolving Threat. Today, the United States is battling a transnational terrorist movement fueled by a radical ideology of hatred, oppression, and murder. This updated strategy incorporates our increased understanding of the enemy and sets the course for winning the War on Terror.

Strategic Vision For The War On Terror

Our Strategy Recognizes That The War On Terror Is A Different Kind Of War, Involving Both A Battle Of Arms And A Battle Of Ideas. Not only are we fighting our terrorist enemies on the battlefield, we are promoting freedom and human dignity as alternatives to the terrorists' perverse vision of oppression and totalitarian rule. To win the War on Terror, the United States will continue to lead an expansive international effort to:

Ø Defeat violent extremism as a threat to our way of life as a free and open society.

Ø Create a global environment inhospitable to violent extremists and their supporters.

Advancing Effective Democracy Over The Long-Term

The Long-Term Solution For Winning The War On Terror Is The Advancement Of Freedom And Human Dignity Through Effective Democracy. Effective democracies honor and uphold basic human rights, including freedom of religion, conscience, speech, assembly, association, and press. They are the long-term antidote to the ideology of terrorism today. This is the battle of ideas.

Defeating Terrorism In The Long Run Requires That We Diminish The Underlying Conditions In Society That Terrorists Seek To Exploit By Advancing Effective Democracy:

Ø Terrorists Exploit Political Alienation. Democracy gives people an ownership stake in society.

Ø Terrorists Exploit Grievances To Blame Others. Democracy offers the rule of law, the peaceful resolution of disputes, and the habits of advancing interests through compromise.

Ø Terrorists Exploit Misinformation And Conspiracy Theories. Democracy offers freedom of speech, independent media, and a marketplace of ideas to expose and discredit falsehoods.

Ø Terrorists Exploit An Ideology That Justifies Murder. Democracy offers a respect for human dignity and rejects the targeting of innocents.

Four Priorities Over The Short Term

The Advance Of Freedom And Human Dignity Through Democracy Is The Long-Term Solution To The Transnational Terrorism Of Today. To create the space and time for that long-term solution to take root, there are four steps we are taking in the short term. We will:

Ø Prevent Attacks By Terrorist Networks. Working with partners across the globe, we are using a range of tools at home and abroad to take the fight to the terrorists, deny them entry to the United States, hinder their movement across international boundaries, and establish protective measures to further reduce our vulnerability to attack.

Ø Deny WMD To Rogue States And Terrorist Allies Who Seek To Use Them. Weapons of mass destruction in the hands of terrorists is one of the gravest threats we face. We have taken aggressive efforts to deny terrorists access to WMD-related materials, equipment, and expertise, and we are enhancing these activities through an integrated effort at all levels of government and with the private sector and our foreign partners to stay ahead of this dynamic and evolving threat.

Ø Deny Terrorists The Support And Sanctuary Of Rogue States. We make no distinction between those who commit acts of terror and those who support and harbor terrorists. We are working to disrupt the flow of resources from states to terrorists while simultaneously end state sponsorship of terrorism.

Ø Deny Terrorists Control Of Any Area They Would Use As A Base And Launching Pad For Terror. We are working to prevent terrorists from exploiting ungoverned and under-governed areas as physical safehavens. These efforts also extend to non-physical or virtual safehavens, such as those existing within legal, cyber, and financial systems.

Institutionalizing The Strategy For Long-Term Success

During The Cold War We Created An Array Of Domestic And International Institutions As Well As Enduring Partnerships To Defeat The Threat Of Communism - Today We Require Similar Structures To Win The Long War On Terror. We are transforming our domestic and international institutions and enduring partnerships to carry forward the long term fight against terror and to help ensure our ultimate success.

Ø Establishing International Standards Of Accountability: We are collaborating with our partners to update and tailor international obligations and standards of accountability to meet the evolving threat of terrorism. Efforts already underway in this regard include consultations with the G-8 and others to develop landmark counterterrorism standards and best practices.

Ø Strengthening Our Coalitions And Partnerships To Maintain A United Front Against Terror. We are building the capacity of foreign partners in all areas of counterterrorism activities. Through the provision of training, equipment, and other assistance, the United States will enhance the ability of partners across the globe to attack and defeat terrorists, deny them funding and freedom of movement, secure their critical infrastructures, and deny terrorists access to WMD and safehavens.

Ø Enhancing Our Counterterrorism Architecture And Interagency Collaboration By Setting Clear National Priorities And Transforming The Government To Achieve Those Priorities. This includes the establishment of the Department of Homeland Security, Director of National Intelligence, and the National Counterterrorism Center. Additionally, our military is expanding Special Operations Forces, increasing the capabilities of the general purpose force to conduct irregular warfare in an asymmetric environment, and initiating the largest rearrangement of its force posture since World War II. The State Department is repositioning its domestic and overseas staff to better promote America's policies and interests and have more direct local and regional impact.

Ø Fostering Intellectual And Human Capital By Creating An Expert Community Of Counterterrorism Professionals And Developing A Domestic Culture Of Preparedness. This Culture of Preparedness rests on a shared acknowledgement of the certainty of future catastrophes; the importance of initiative and accountability at all levels of society; the role of citizen and community preparedness; and a delineation of the roles of each level of government and the private sector in creating a prepared nation.

The National Strategy for Combating Terrorism reflects the intelligence community's latest analysis of the evolving nature of the threats from widely dispersed Islamic extremists who are often isolated and linked by little more than the Internet. It describes President Bush's "freedom agenda" of promoting democracy as the leading long-term weapon against them.

This morning's WaPo article on the national strategy, Individuals, Small Groups Cited as Terrorist Threats, does give prominent mention to the Internet.

Katrina was America's Chernobyl.

Ø Defeat violent extremism as a threat to our way of life as a free and open society.

Ø Create a global environment inhospitable to violent extremists and their supporters.

That first one is too funny.

The second is aimed at "supporters" and dissenters are already being called that.

The report points to the "increasingly sophisticated use of the Internet and media" by terrorists. "We and our partners will continue to target the communication nodes of our enemy," the report states. One of the goals is to eventually deny terrorists use of the Internet as a tool for advancing their agenda.

The Government Executive article on this new national strategy, White House issues updated strategy for terror war , has the phraseology I heard on the radio this morning. Sounds as if it's using the language of the strategy document.

Katrina was America's Chernobyl.

I heard on the radio this morning that one of the objectives of this strategy is to deny the use of the Internet to the terrorists. That seems not to be mentioned in this WaPo article, at any rate.

I've always wondered how long the RNC would suffer the uncontrolled internet to exist.

Were it not for the internet, most of the Republican lies would be truth right now.

The vast majority of the population would believe we were winning in Iraq, that the WMD had been found, that Saddam was flying one of the planes on 911, that economy was booming, that Iran really posed a threat to the US, that Israel won the war with Hezbollah, etc.

The only way the truth has come out is through the internet. It makes a lot of sense that Bush and the Republicans would want to chokc that off.

New twisted definitions for everything.

And somehow "to eventually deny terrorists" will require shutting down "subversive" websites, like al-Manar and any others that don't agree with the Bush cabal on everything.

Good thing there are so many geeks and nerds among the true patriots.

That's so true. I'm positive they were not at all prepared for the force of the internet. Their stupidity in this lack of foresight is rather obvious.

Their understanding of technology is to make the owners of a technology do their bidding, like the phone companies.

IMO, they are frustrated at not being able to get a grip on the net in the same simple way.

We proved here that the cable providers tried to block al-Manar during the recent invasion of Lebanon.

And then there are the search engines, like google.

You can see the same attitude all the way from single LP/FR poster up to Bush himself. These types are horrified at uncontrolled people simply speaking their minds - especially if there is a audience.

When was the last time you saw a GOP booster try to get an accurate message out? They seem to operate with two goals in mind: (1) Repeat the talking points that were handed down from the central committee and; (2) Keep other people from getting an independent idea out.

It is a follower mentalitiy that makes for good peasants. These are the types that would run to snitch to the lord of the mannor in exchange for a pat on the head.

The worst thing in the world for these types is the uncontrolled flow of ideas offered by the internet.

The extreme inflexibility and lack of adaptability during our invasion and occupation of Iraq are symptoms of a system which discourages where it does not prohibit the expression of dissent. If we continue down this road, we are going to continue to lose, both on the battlefield and in the marketplace.

Why do these control freaks prefer having a bigger share of a smaller pie to having a smaller share of a bigger pie?

Because control freaks can control a small frog pond they don't share. It's obvious they are not the brightest bulb in the universe, they wouldn't do well in an honest, open competition.

Watching the activity on LP and FR has convinced me that not only are there biologically based natural leaders in the world, there are also biologically based natural peasants. Followers who are very uncomfortable leading lives where no one tells them what to do and where everyone does not have a place assigned to them.

These are the types of people who supported Hitler and who now without question support Bush. They hate the freedoms guaranteed by the Constitution because they fear uncontrolled people in their midst. They favor autocratic fundamentalist religions that dictate a persons place and actions and wish to impose these religions on everyone. Look at the Taliban or Pat Robertson.

They are the Limbaugh audience - uncreative lower middle class types who get nothing tangible from the GOP program. What they do get is a chance to slap down the free people that surround them. This is the true peasant mentality. Call the lord to whack off any head that rises above your own.

But they can try by blocking certain websites. Red China tries to do this.

Remember how some of us experienced that during the recent invasion of Lebanon. The website to al-Manar kept moving, and broadband cable providers were blocking it.

You were the one who found the URL that worked. Which of course proves it is not entirely effective, but it works for 95%.

That's rubbish. The internet is an ideal control mechanism. If you don't like a group of people gathering on the internet you'd simply wreck the website. I'm sure some federale already knows how to do this very easily. The only reason they allow websites like this and others are that they are easy to control.

If America is destroyed, it may be by Americans who salute the flag, sing the national anthem, march in patriotic parades, cheer Fourth of July speakers - normally good Americans who fail to comprehend what is required to keep our country strong and free - Americans who have been lulled into a false security (April 1968).---Ezra Taft Benson, US Secretary of Agriculture 1953-1961 under Eisenhower

HH: Are you still reading the blogs? You did when you were on the radio.

TS: Of course.

HH: Which ones are you reading, and are you reading them everyday?

TS: I read lots of them, and I read lots of them everyday. Do you really want me to do this?

HH: Yeah. I want to know which ones you are checking up on.

TS: OK. Well let's see. I read you. I look at Instapundit. I look at Michelle Malkin. I look at Powerline.

HH: How about the blogs of the left? What are you reading on the left?

TS: Yeah, you know, I keep an eye on a handful. I mean, the DailyKos and that kind of stuff.

HH: Now given that, on the night of the president's address, no sooner was he done than dozens of blogs were chewing up what he had to say. How does the White House press office deal with a 24/7 cycle that is relentless, Tony Snow?

TS: We are in the process of designating people to sort of do blog work. Because...that is one of the things I am doing at the press office is to get us up on the new media, and so I still haven't finished that task, but I am going to start designating people to keep an eye keep an eye out on certain blogs so we can figure out an effective strategy because, as you know, the great thing about a blog is that if you get some information out, the blogs are useful not only for infoprmation but also for various analyses. You get it into the bloodtream and boom, people start linking all across the universe and it is like one of those pictures of a crack in the ice, it just spiderwebs everywhere, only it does it at the speed of light...

ISPs can block access to certain domain names, but they can't block access to all of the IP addresses out there without shutting down the web.

When a domain is blocked, all you have to do is find out the numerical IP address of the domain and type it into your browser numericaly. If they somehow find a way to block that IP address, that site can pop up under a new IP address anytime. It would be difficult if not impossible to universally deny access to any site without denying access to all sites, or closing down the web.

That's rubbish.

No it's not. lol

The ONLY way to deny access to terrorists is to deny access to everyone.

There is no way to block any sinlge site entirely without blocking all of them. All terrorist have to do is use numerical IP addresses rather than domain names, if IPs block certain domain names. If they block the IP address, then terrorists simply have to change IPs.

The businessmen who rely on commerce they get over the Internet might have something to say about that.

That's one reason why it probably won't ever happen.

Yep, but they won't shut it down entirely, which is why they are so frustrated.

You were the one who found the URL that worked.

Prior to finding the URL, I found the IP address. All I did, if I remember right, is do a google for the old domain name and and added IP addess, so it was like "theirswebsite.com IP Address". I guess those guys knew how they would be blocked, so the domain and IP were posted on numerous sites. One of those sites had the old domain, new domain and the new IP address posted.

We should pay close attention to how these folks get around the obstacles the Gov't places in their way, because we may need to resort to similar tactics some day just to do what we are doing now.

Part of Dr.Bowman's vision for America -

"Above all, it is an America at peace with the world and with its own people. That’s the kind of America our people deserve, and that’s the kind of America a Citizens’ Congress can build. When I get to Washington, with your help, that’s the kind of America I will pursue."

I agree, we all need to become more like Capt Crunch (one of the original hackers).

Do you remember the name of that thread where I found that IP address? I can't find it again. I just want to go and have a look at it again, and see whatever became of that website and if I can find it again if it was shut down again.
