You have it reversed. It is an INELASTIC collision that the kinetic energy is NOT conserved.

In an elastic collision kinetic energy IS conserved. The equation for kinetic energy in an elastic collision is as follows;

It wouldn't make any sense for an inelastic collision to conserve kinetic energy, as by definition an inelastic collision is one which kinetic energy is transferred to other forms. Since it took energy to pulverize the structure, the collision was inelastic as the energy was transferred to the pulverization process, and also in the way of heat.

The video shows that the top floors stayed in tact at least most of the way down.

You are kidding yourself. The top part of the structure started to pulverize even BEFORE it fell past the damaged section. Post a video that shows anything other than what I just said.

Additionally, since the loss of a large amount of the structure caused by the pulverization presented a lower mass in terms of momentum, and the lower UNDAMAGED structure was not a free standing object in a closed system but a rigid structure resting upon an immovable surface (hence being acted upon by an external force), the idea of momentum goes out the door as well.
