This array makes sense because Iran said they will arm ships with 50 drones. Iran does not like to sell arms to other nations. The Iranians turned down an offer to sell drones to the Russians in 2019. Situation has changed. Iran has joined SCO and is joining BRICS. Iran is also desperately in need of an upgrade to S 400 from the S 300 it built itself.
