A former elementary school teacher-turned-alleged drug dealer was charged on Thursday in the brutal murder and dismemberment of a 19-year-old woman. Luis Ruiz, 37, allegedly tortured and slaughtered Carina Saunders, whose remains were found stuffed into a duffel bag behind a grocery store in Bethany, Oklahoma in October 2011. Drug money has a way of sprawling. And some of it may have reached Bank of America. A federal probe into Los Zetas, a Mexican drug cartel, claims that the group has been laundering money through accounts at BofA, according to a recent report in The Wall Street Journal. An FBI affidavit filed in Texas last month says that the Mexican drug cartel has been reportedly funneling cash through a Texas-based racehorse business with BofA accounts. The Los Angeles Police Department will soon start ignoring California state law, which requires police to impound the vehicles of unlicensed drivers for 30 days. The majority of unlicensed motorists in Los Angeles are immigrants who are in the country illegally and have low-income jobs. The LAPD says the state's impound law is unfair because it limits their ability to get to their jobs and imposes a steep fine to get their car back.
