May 17 (Bloomberg) -- The Senate today agreed to exclude as many as 500,000 criminal aliens from a plan that would give undocumented immigrants legal status in the U.S., while approving the construction of 350 miles of fencing along the U.S.-Mexico border. The proposals are amendments to an overhaul of U.S. immigration policy that would also strengthen border security and create a new guest-worker program. The Senate voted 99-0 to accept an amendment by Republicans John Cornyn of Texas and Jon Kyl of Arizona to bar felons, repeat offenders and other criminal aliens from gaining legal status under a provision to give many of the 11 million immigrants illegally in the U.S. a path to ...

Wed May 17, 5:11 PM ET Mexicans dismiss U.S. plans to send National Guard troops to the border as a futile effort that will only fuel the booming drug- and migrant-smuggling industry. And with heavily armed Mexican soldiers in this violent border city, some worry the U.S. troop buildup could spark confrontations in an area where it is often difficult to tell where Mexico ends and the United States begins. Gilberto Areola, who lives about 20 feet from the border in the Mexican city of Nogales, near Arizona, said he will feel uneasy with soldiers patrolling the other side. "It makes me a little scared," said Areola, 54, looking at the walled border as he stood in his doorway. ...

May 17, 2006 12:02 pm US/Pacific Senate Approves 370 Mile Triple-Layer Border Fence (AP) WASHINGTON The Senate voted to build 370 miles of triple-layered fencing along the Mexican border Wednesday and clashed over citizenship for millions of men and women who live in the United States illegally. Amid increasingly emotional debate over election-year immigration legislation, senators voted 83-16 to add fencing and 500 miles of vehicle barriers along the southern border. It marked the first significant victory in two days for conservatives seeking to place their stamp on the contentious measure. The prospects were less favorable for their attempt to strip out portions of the legislation ...

WASHINGTON - Buoyed by President Bush, supporters of immigration legislation established command in the Senate on Tuesday, brushing aside potentially crippling challenges to a bill that blends tougher border enforcement with a path to citizenship for millions in the United States illegally. "It was a good way to start," said Sen. Ken Salazar, D-Colo. as a shifting bipartisan coalition held firm against attacks from the left and the right. On a vote of 55-40 that crossed party lines, the Senate rejected an appeal from Sen. Johnny Isakson, R-Ga., to require the border be secured before other immigration law changes could take place. Anything less would mean "a wink and a ...

Mexicans pour into town devoted to getting them into U.S. BY JAY ROOT Knight Ridder Newspapers ALTAR, Mexico - Some towns thrive on manufacturing. Others are known for their fertile soil or tourist attractions. In Altar there is only one industry of any visibility and consequence: immigrant smuggling. A 60-mile drive along the back roads to the United States, this dusty town is the last stop on the line, a place to buy water, food and the accoutrement of choice for illegal desert crossers - a backpack. "Altar is just like a big Wal-Mart for smugglers," said Sean King, spokesman for the Tucson, Ariz., sector of the U.S. Border Patrol, which apprehends many of those who head ...

Migrants scoff at border patrol plan By Marina Montemayor Associated Press CIUDAD JUAREZ, Mexico Looking for someone to help him cross into the United States, Jorge Gutierrez said Monday it will take a lot more than U.S. National Guard troops to keep him and other migrants out. Most Mexicans believe the plan, announced Monday night by President Bush, will do little to stop the flow north. President Vicente Fox called Bush this weekend to say he did not believe sending soldiers to the border was the answer. The countries have rarely seen eye-to-eye since Bush and Fox agreed to work toward immigration issues five years ago at a meeting at Foxs ranch in Mexico. Fox wants the ...

May 16, 2006 President's Middle Path Disappoints Both Sides of Sharply Divisive Immigration Issue By MONICA DAVEY and RALPH BLUMENTHAL CHICAGO, May 15 As Jose F. watched President Bush's address from an apartment on this city's Northwest side, he shook his head fiercely at moments: at the prospect of tamper-proof identification cards for legal workers, at the many mentions of increased border security, and at what he saw, in the end, as uncertainty of the future Mr. Bush intended for illegal immigrants like himself. "I worry about the militarization and whether this will mean more deaths on the border," said Jose F., 27, who sneaked in from Mexico nearly eight years ago ...

An Economist Reader Provides The Speech Bush Should GiveBut Wont George W. Bush should---but will not---give the following speech about immigration Monday night: My fellow Americans: for too many years we have ignored the problem of illegal immigration, for too many years we have looked the other way. Over time, a tiny problem has become a small one, then a medium one, and now it is a grave crisis threatening the very survival of our nation. This problem has grown to desperate proportions because for 30 years we have completely failed to enforce our immigration laws. Indeed, my administration has utterly failed since the day I took office. Worse, by promoting amnesty I have ...

Tuesday May 16, 2006 Spanish authorities yesterday pledged to use satellite monitoring and a diplomatic offensive to prevent fresh waves of fishing boats full of illegal immigrants setting out from west Africa for the Canary Islands. The move came after a weekend in which a record-breaking 974 illegal African immigrants reached the islands in boats that had set out from Mauritania and Senegal. Spain's Socialist government held an emergency meeting yesterday and concluded that much of the work of stopping illegal immigration would have to be done in Africa. "The terrible truth is that there are millions of people who leave their countries looking for a better life," deputy ...

The following is the text of President George W. Bush's speech on immigration: Good evening. I have asked for a few minutes of your time to discuss a matter of national importance the reform of America's immigration system. The issue of immigration stirs intense emotions and in recent weeks, Americans have seen those emotions on display. On the streets of major cities, crowds have rallied in support of those in our country illegally. At our southern border, others have organized to stop illegal immigrants from coming in. Across the country, Americans are trying to reconcile these contrasting images. And in Washington, the debate over immigration reform has reached a time of ...

Washington -- The law signed by President Bush less than two months ago to add thousands of border patrol agents along the U.S.-Mexico border has crashed into the reality of Bush's austere federal budget proposal, officials said Tuesday. Officially approved by Bush on Dec. 17 after extensive bickering in Congress, the National Intelligence Reform Act included the requirement to add 10,000 border patrol agents in the five years beginning with 2006. Roughly 80 percent of the agents were to patrol the southern U.S. border from Texas to California, along which thousands of people cross into the United States illegally every year. But Bush's proposed 2006 budget, revealed Monday, funds only 210 ...

Nearly 1,000 people arrived in boats from Africa over the weekend - the largest number this year. Senate Immigration Bill Would Allow 100 Million New Legal Immigrants Over The Next Twenty Years by Robert Rector WebMemo #1076 May 15, 2006 If enacted, the Comprehensive Immigration Reform Act (CIRA, S.2611) would be the most dramatic change in immigration law in 80 years, allowing an estimated 103 million persons to legally immigrate to the U.S. over the next 20 yearsfully one-third of the current population of the United States. Much attention has been given to the fact that the bill grants amnesty to some 10 million illegal immigrants. Little or no attention has been given to the fact that the bill would quintuple the rate of legal immigration into the United States, raising, ...

Bush set for immigration speech05/14/200605/14/2006Bush set for immigration speech WHITE HOUSE (AP) -- President Bush is getting set for a prime-time speech on immigration tomorrow night. Aides note the 8 p-m, Eastern Time, speech will be the president's first from the Oval Office that does not involve Iraq and the war on terrorism. And they say that reflects Bush's "passion" on immigration. He's speaking as the Senate is poised to clear a compromise measure including his idea for a guest worker program. However, a rival House bill is limited to a border crackdown, and meshing the two won't be easy. One thing that may well be part of Bush's speech is a plan to bolster enforcement ...

It Will Take 36,000 Troops For Border by Rep. Charlie Norwood Posted May 15, 2006 Earlier this year Arizona Gov. Janet Napolitano announced a "state of emergency" for the Arizona border due to the flood of illegal immigration, and ordered her National Guard to the border with Mexico. The "deployment" consisted of about 170 Guardsmen, who were assigned to help inspect cargo shipments coming through legal entry points, which does nothing to stem the tide of illegal immigration one whit. But even if they had been assigned to real border patrol duty, that's less that one soldier for every 2 miles of Arizona's border with Mexico. The "deployment" was simply a ...
