Republican Rep. Ralph Regula, a veteran appropriator and dean of the Ohio delegation in the House, announced Friday that he will retire at the end of this Congress. He is the 13th House member, and 11th Republican, to announce plans to depart then. (The two Democrats in the group are running for the Senate.) Five senators, all Republicans, also are retiring.
