Italy does not want to become a "multi-ethnic" country and will continue its newly adopted policy of sending boatloads of immigrants and asylum seekers back to North Africa, the prime minister, Silvio Berlusconi, said.

Previous Left-wing governments had "opened the doors to clandestine migrants coming from other countries, with an idea of a multi-ethnic Italy," Mr Berlusconi said.

But that kind of society was "not our idea", he added, as he sought to reassure Italians who were alarmed at the number of immigrants pouring into the country, particularly from eastern Europe and Africa.

The prime minister's vision of Italy was condemned by the centre-Left opposition. "Yes, Mr Premier, we have a different idea of Italy: multi-ethnic, pluralistic, free," said Giovanna Melandri, of the Democratic Party.

"A country in which the colour of your skin, or race or religion doesn't matter, but, rather, honesty and sincerity of heart do." Since launching a tough new policy on boat people last week, Italy has turned back six boats carrying a total of 1,500 immigrants and asylum seekers which were trying to reach the country's southernmost outpost, the island of Lampedusa.

The vessels were escorted back to Libya, the most popular jumping off point for clandestine immigrants, by the Italian coast guard and navy.

The boat people, mostly from sub-Saharan Africa and the Horn of Africa, trek across the Sahara and pay people smugglers thousands of pounds in the hope of securing a new life in Europe.

In the past, Italy would accept the immigrants and take them to the mainland for processing and identification before deciding whether to grant them asylum or some other form of protection.

The new approach was condemned by the UN's refugee agency, Medecins Sans Frontieres, the Vatican and Italian opposition MPs, who called it "a disgrace".

Mr Berlusconi, 72, dismissed the criticism, saying that from now on only those who met conditions for political asylum and set foot on Italian soil would be allowed into the country.

"I see no scandal," he said. "It's clear that in the sea we will lend assistance" to boat people. When migrants were rescued in international waters, Italy had the right not to take them in, he said.

On Sunday another boat, this time carrying 240 immigrants, was stopped by Italian patrol boats and escorted back to Libya.

The interior minister, Roberto Maroni, who is a member of the anti-immigrant Northern League party, part of the ruling coalition, hailed the return of migrants as "historic".

He added that the "get-tough policy will continue as long as the boats set out" from the North African coast.

The government also has plans to force doctors and teachers to go to the authorities if they suspect their patients or pupils are illegal immigrants. Italian PM-elect 'good for Israel' By Herb Keinon

(May16, 2001) - Italian Prime Minister-elect Silvio Berlusconi is considered a good friend of Israel who could very well place Italy alongside Germany and Britain as Israel's strongest supporters in the EU, diplomatic officials said yesterday.

Berlusconi visited Israel at the invitation of the Foreign Ministry for the first time last year as the head of the opposition, and - according to one official - told then prime minister Ehud Barak and then regional cooperation minister Shimon Peres that if he was elected, Italy and Israel would enjoy a closer relationship than at any time since the founding of the state.

The official said that although comments leaders make when they head the opposition are often not given to implementation when they become heads of government, Berlusconi does have a positive emotional reflex to Israel.

The official noted that the Italians - who ban nuclear energy - are dependent on Algeria, Libya, and Iran for their oil needs, and have close business ties with those countries.

According to this official, the visit Berlusconi made to Yad Vashem last year had a major impact on him. The official said that after the visit Berlusconi was "in shock and speechless," and asked to return to his hotel room to absorb what he saw rather than go on to tour other sites in Jerusalem.

Berlusconi said at the time that he would have to return to Israel with his family, so his children could "understand the historical significance of the country."

The official said that since the pro-Arab positions of prime minister Giulio Andreotti in the late 1980s, and especially since the government of Romano Prodi in 1996, Italy has moved toward a more balanced approach on the conflict. Since the violence began, he said, Italy has kept a low profile, and in private conversations have shown balance and even an understanding of Israel's position.

The official said that Berlusconi was "a friend" of Israel when he served seven months as Italian prime minister in 1994, but that that term was too short for him to make any discernible impact on Israeli-Italian relations.

Regarding Berlusconi's coalition with the far-right Northern League and with the National Alliance, a centrist party whose roots are in the fascist movement, the official said that these parties should not be confused with those like Joerg Haider's Freedom Party in Austria.

Neither the Northern League nor the National Alliance is anti-Semitic, the official said, and in fact the National Alliance is considered among the most pro-Israel party in any European parliament.

A Foreign Ministry spokesman said that the ministry will not comment on the elections until all the votes are counted. Nevertheless, Zalman Shoval, an informal foreign affairs adviser to Prime Minister Ariel Sharon and head of the Likud's foreign relations department, sent Berlusconi a congratulatory letter, saying: "We look forward to a period of close and fruitful cooperation between our countries and parties."

In another issue of The Jersalem Post Internet Edition, in the Jewish World section, an article was published on June 20th, 2001, under the heading "Italian Jews divided on Berlusconi gov't", by the Jewess Ruth E. Gruber.

In the article it revealed:

"On the one hand, Berlusconi's new administration probably will be the most pro-Israel government in Italy in years. Defense Minister Antonio Martino, for example, is vice president of the Italian Friends of Israel association."
