New Mexico Governor Declares Border Emergency To Free Up Funds ASSOCIATED PRESS COLUMBUS, N.M. (AP) -- Gov. Bill Richardson on Friday declared an emergency in four New Mexico counties along the border, an action that lets him free up money to be spent on everything from fighting drug smuggling to fencing a livestock yard. The executive order, issued after Richardson toured the area around Columbus, makes $750,000 immediately available to Dona Ana, Luna, Grant and Hidalgo counties. He pledged an additional $1 million. The money will aid state and area law enforcement efforts, fund a field office for the state Office of Homeland Security and help build a fence to protect a Columbus-area livestock yard where a number of cattle have been killed or stolen. Richardson's declaration said law enforcement officials have used all available resources to help with border security. But those efforts haven't alleviated the situation, which he said ''constitutes an emergency condition with potentially catastrophic consequences.'' ''Recent developments have convinced me this action is necessary - including violence directed at law enforcement, damage to property and livestock, increased evidence of drug smuggling and an increase in the number of undocumented immigrants,'' he said. He also ordered the New Mexico Department of Agriculture to work with the state Livestock Board to assess the safety of livestock in the region. The funds include nearly $50,000 for an 11-foot, razor wire-topped security fence around the stockyards. It will replace a shorter, barbed-wire fence that Richardson said ''is so full of holes and gaps that trucks and people can cross with no control.'' The new fence will help prevent cattle from Mexico straying across the border, officials said. ''We don't want contagious diseases to contaminate our food supply and disrupt our agricultural economy,'' Richardson said in a statement before his trip. Daniel Manzanares, executive director of the Livestock Board, said at least 100 cattle from Mexico have been found in the area. The agency hasn't traced any outbreaks of disease to Mexican cattle, but Manzanares said he suspects some have carried bovine tuberculosis into New Mexico. The current state of the stockyard fence means people have been able to illegally enter the country as well. ''We definitely have concerns about biosecurity and agroterrorism,'' said Tim Manning, New Mexico's homeland security adviser.

Richardson challenges Hillary for the 2008 nomination. Or for VP. He's hitting hot buttons(illegals, bioagro, drugs, violence) and this may prove a slicker pivot than DeLay's recent cometoJesus moment re: illegals. Arnold, you listening?
I think his big Rancher buddy probably complained about it. Since he's a CFR stooge, I don't really see him doing anything except protecting his pal's cattle.

NO doubt this state of emergency is against illegals.. how much you want to bet this is a push to legalize them?

Absolutely, there is NO way this is about security. I just watched him on Dobbs and it was interesting. He did refer to the problem with drug smuggling, destruction of cattle etc.. but then said Homeland Security and the Border Patrol means well but they dont have the resources and the declaration of a state of emergency will open up funding to protect NM. Now no doubt it soon will be said that the ones in this country that are here for noble reasons.. getting jobs.. arent the problem.. So let's make them LEGAL.. Oh and Richardson added that he's the US's only hispanic governor.
HERE ya go!! RICHARDSON: I think the president proposed a step in the right direction. What he has said is there should be a guest-worker program for three years. You re-apply. You go back. I would go one step further. I think what is also needed is some clear path toward some type of legal status, legalization. We have an immigration system that's broken. We have 10 million illegal immigrants in America, 25 percent in the last two years. So if you have an earned legalization program that has benchmarks of law-abidingness, that has benchmarks of working hard, and you combine it with tough law enforcement, more border guards, a crackdown on illegal smuggling, better detection of those that overstay their visas, stolen/lost passports — what is needed is a comprehensive immigration reform, not piecemeal, punitive measures. HUME: Well, wait a minute. But a guest-worker would be a legal resident, correct? RICHARDSON: That's right. That's right. HUME: So that takes care of part of what you're talking about? RICHARDSON: Yes, it does. And my only point there, Brit, is I think the president's made a good start. What I would do and what I think makes sense is there has to be a light at the end of the tunnel so these immigrants come out of the shadows. And that means a clear path toward some kind of legal status. Because under the guest-worker program, they have to re-apply every three years. They go back and forth. My point is that there's already a number of workers here that are law-abiding. There's some that are not. And I think there has to be a better tracking system to establish giving an orderly legal flow instead of what we have now: a disorderly illegal flow.
It's time for someone to publicize the home addresses of these traitors.
