It looks like 2006, but it could be 2008.

My best guess is 2006, since the "3" is clear, telling me that it is probably not 2008, since if the 3 was clear, the 8 would be too. It looks more like a 6

I found this in the comments:

wow, this cop needs to be fired. After doin some searches, I found that his name is Corporal Thomas O'Connor and his Badge# is 2654. He was suspended for 3 days for this particular event and then he also received a 3 day suspension for being unable to conduct himself in a tactful manner while issuing another ticket on Dec 30 2006.
