U.S. Sen. Kay Bailey Hutchison says she will step down this fall to challenge fellow Republican Rick Perry for governor in 2010, setting the stage for what will be a crowded race to replace her.

Hutchison told WBAP radio of Fort Worth-Dallas on Wednesday that she would formally declare her candidacy in August. "Then the actual leaving of the Senate will be some time — October, November — that, in that time frame," she said.

The Republican primary is in March 2010. The winner of that race will be heavily favored in the general election.

Perry is seeking a third full term, a span in office Hutchison says would be too long. She said she gave him a "free ride" by deciding not to run against him in 2006 and that no one expected him to run again.

Perry's spokesman, Mark Miner, said Hutchison is breaking a promise by not remaining in the Senate for her full term, which expires in 2012. And, he said, Hutchison vowed at one point not to seek a third term but did so anyway.

The senator has publicly indicated several times she may not serve her entire term. The question of when she would step down has been swirling for months.

As governor, Perry would get to appoint an interim senator to fill her seat once she leaves until a special election is held. He could call a special election in November or in May 2010, or he could declare that an "emergency election" be held on another date.

Already, a well-known lineup of Republicans and Democrats are considering trying to succeed Hutchison. Among the Republicans are Lt. Gov. David Dewhurst; Roger Williams, the former secretary of state; Railroad Commissioners Michael Williams and Elizabeth Ames Jones; and state Sen. Florence Shapiro. The leading Democrats are Houston Mayor Bill White and former Comptroller John Sharp.

Hutchison won the Senate seat in a special election in 1993 after veteran Democrat Lloyd Bentsen left to join President Bill Clinton's administration as treasury secretary. Hutchison won her first full six-year term in 1994 and was re-elected in 2000 and 2006. She is the only woman ever elected to the U.S. Senate from Texas.

The Republican gubernatorial primary promises to be a rough and expensive showdown between Hutchison, who enjoys general statewide popularity and has won elections by large margins, and Perry, who has never lost a race and has stronger backing from the social conservatives who traditionally dominate the GOP primary.

I was serious when I ran for governor in 2006 and I’m serious now. I am a humorist, but I know these are not humorous times for a lot of us. Part of the reason is the pathetic lack of leadership at the state level. The last governor, I believe, who was truly on the side of the people of Texas, was Ann Richards. She was a very funny lady - she was also a great governor. I’ll take my cues from Ann Richards.

I also draw inspiration from Ann Richards’ mentor, Barbara Jordan. Barbara believed that if one is attacked personally, one should never counterattack personally. During the 2006 campaign I was attacked personally. However, like Barbara Jordan, I have no desire to attack anyone personally. Instead, like Barbara, I will merely relegate them to my forgive and remember list.

Kay-Bay has a real fight on her hands.

Gov. Goodhair actually wants to keep his job though no one knows why exactly. I assume he's so corrupt that he considers it his best insurance against prosecution for corruption. Either that or he has some new scam (see HPV vaccine scam) that he thinks will pay even better.

As for Kay-Bay, I can't imagine why anyone ever voted for this sexless non-entity for any office to begin with.

Kinky, that'd be news to the nimrods who voted her out unceremoniously and overwhelmingly after one term in favor of GWBush.

Said nimrods created the "story line" for GW to claim he was "running" the second-largest state in the U.S. when he started campaigning for President in 1999.

Anyone NOT a nimrod, especially if they live in this state, knows or SHOULD know that being governor of Texas is mainly a ceremonial position. The two powers he has are to veto and to make appointments. That's it. He doesn't "run" anything but his mouth.

The Lt.Gov has much, much more power to exert here.
