restrained

The new law also states that all passengers must use seat belts too.

Most vehicles which were built before 1964 weren't equipted with seat belts and have always been exempt from these rules, weren't they.?

Now if we can get all these LP refugees into restraints, things will be just peachy.

Correct.

Disobey these laws, and encourage others to do so as well. If they fine you, refuse to pay it and encourage others to do so as well.

Imagine what would happen if a law were passed, and everybody refused to obey it or pay a penalty for not obeying it.

Imagine this concept applied to, say, the income tax. :)

They are grandfathered, even though they are frowned upon. Case in point- my '67 Mustang came equiped with only a lap belt. DPS would like to see a shoulder belt, but I am not required to install one.
