The DOD Civil Disturbance Plan, nicknamed GARDEN PLOT, was superseded after the events of September 11, 2000. The replacement to Garden Plot is Concept Plan (CONPLAN) 2502, also confusingly known as CONPLAN 3502, and is the responsibility of U. S. Northern Command.
