I've never heard of Alex Collier before. He claims to have lived with Aliens. At about 7:30 into the video he claims the Fed is funding a secret space program.
Probably a PsyOp/Disinfo - this is a common tactic used by the Feral Goobermunt - put out a frontman/woman spouting some truth and some stuff so over the top kooky as to discredit the nuggets of truth included.
The only for sure truth here is that yes there is a secret space program and it likely dates back to the early to late 50's. We know it exists because a couple of Congresscritters made a slip and referred to it openly before catching themselves and clamming up. Here is a link: The Secret Space Program. The article has changed a bit over time to insert the cover story that it is likely just satellites. Remember that the SR-71 Mach 3+ Spy Plane came on line IN 1958.
