Of course people with serious health problems can't afford to drop their insurance so they can be bled.
That was already passed during the Scumbya misadministration, I think it was called the 'consumer credit protection act'. It should've been called the 'jew banker protection racket'. You can't get out of paying by declaring bankruptcy anymore. You'll be put in front of a nice jooish judge who decides how much you'll pay and to who. Typically, you won't be left with enough to survive. Failure to comply results in prison time for contempt of court.
I thought it was the second term about a year before things started collapsing, but it doesn't really matter.
