I am not sure of where this film was taken - whether Germany itself or an occupied country like Holland or France - but it seems to me that the gunner is aiming at bridges, railroad tracks, major highways, and buildings that look like warehouses or factories, but not at homes.

Did you watch the whole thing?

It started out as shooting up trains. Towards the end, they were shooting at houses, spray and pray style, as well as shooting at anything that moved.
