Congress has no such authority. The power given to Congress in regards to money was to COIN money and regulate the value thereof. And no one can "coin" paper.

The Congress shall have Power.....

To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;

To provide for the Punishment of counterfeiting the Securities and current Coin of the United States;

How about "Securities"? I would think that would apply to Bonds. And those bonds would be redeemable in gold and silver coin. Notice how the word "Money" is capitalized even though it is not the first word in the sentence. It denotes a specific thing, not a general thing. And the only "Money" mentioned in the Constitution is "gold and silver Coin."

Liberty is not a means to a higher political end. It is itself the highest political end.

Here's an idea, how about someone staging, now, a "Refuse to Pay your Taxes Day?"

I've been waiting for some momentum on that one......in the meantime, I make sure my taxes are zero each and every year because I refuse to pay for the crap they legislate in DC.

Hence, I don't make a very good spokesperson to get some momentum on this one. I do suggest this to all small business owners who continually get kicked and gutted when the goobermint wants to spend more. I used to have them laugh at me despite being the main tax gravy train, since unemployment insurance has tripled and all taxes are through the roof while profits are nill they aren't laughing at me anymore. : )
