The INVOICE in question was served upon Zakheim in his former capacity asVice President of Booz Allen Hamilton, and upon the State of Israel care of the Israeli Ambassador to the United States, with offices in Washington, D.C. On a per capita basis, that amount reserves ~$22,800 USD for each man, woman and child currently inhabiting the USA (assuming about 300 Million Americans at present). This is more than enough to finance free health care for every American for many years to come, assuming capable financial management of the Trust Fund that needs to be established.
