We were paying off the Taliban not to grow poppies more than 8 years ago, during Bush's first term (befor Sept 11th). I suspect also paying this continuously since the First Bush and maybe even since Reagan. Nothing new. If anything, our war in Afghanistan (especially against the Taliban, who had little connection to Osama) disrupted this payoff system so that since 2002 the Taliban have resumed growing the poppies.
