If this 300 billion figure is true, then it's the largest reconstruction project in the history of the world. Percentage wise, it is on par with the New Deal programs of the 1930s. It sounds like Bush is (1) trying to buy votes, and (2) trying to keep the contruction industry alive through the housing crash.

Assuming 300,000,000 men women and children in the US (good assumption, I think), this means 300X10^9/300^6 = 100,000 dollars per person in the US, or $400,000 bucks per family of four.
