There'd have to be a congressional hearing on whether or not the sand was being taken from a wetland, beach, or some other place where it would affect the ecology. They'd then appoint a Sand Czar, probably a lesbian who hates the idea of people spreading sand around because of a bad experience she had at the beach once with a man.

Then of course there's the pandering to Acorn who would bus in 250 for the day to protest the taking of said sand, while his union cronies hired 500 people to deliver it.

Whoa... Are we talking scab or Union workers here? For every 10, there would also have to be appropriate staff to maintain the shovels, and of course, each shovel could only be used once, because it might break if it's used twice, and they all have to be gilded, not to mention have safety features so that these retards wouldn't accidentally get sand in their eyes, or sand under their nails.

Then of course there's the matter of climate control. We couldn't do it when it was too hot, as there would be a need for water, but there wouldn't be a shortage of ice cubes because Hell would have officially frozen over before any of these parasites lifted a finger to do any actual work.
