Mystery group lists 1,300 in Utah it claims are undocumented immigrants

An anonymous envelope mailed to Utah law enforcement and news outlets Monday contained a list of more than 1,300 people accused of being undocumented immigrants.

The list includes their birth dates, telephone numbers and addresses. In a few cases, the list also included Social Security numbers and employers. Almost every surname is Latino.

Also inside was an unsigned letter, dated April 4, from a group calling itself “Concerned Citizens of the United States” and addressed to “Customs and Immigration.”

The group said they “strongly believe” people on the list are undocumented immigrants who should be deported. The names were compiled, according to the letter, by observing the individuals.

“We then spend the time and effort needed to gather information along with legal Mexican nationals who infiltrate their social networks and help us obtain the necessary information we need to add them to our list,” the letter explains.

The accuracy of the list is unclear. Some phone numbers were disconnected or answered by a different person.

A West Valley City woman said the contact information for her and her family is correct, but she became a permanent resident earlier this week. The Peruvian woman, whom The Tribune is not identifying, said she has been in Utah 14 years.

“I don’t even know who would send out a paper like that,” she said.

Compiling and distributing the list itself could be illegal. If the compilers took data from state or local databases not available to the public, they could be charged with a misdemeanor under state law, said Jeff Hunt, a Utah media attorney. If the group lied to obtain the data, that could be fraud.

Asked whether he was aware of similar efforts, Hunt said, “I’ve never heard of anything close.”

A note next to one Clearfield woman on the list said, “Baby due 4/4/10.”

She confirmed to The Tribune she has a baby, but she said she lives in the United States legally.

An addendum to the April 4 letter said the group has not observed any action by Immigration and Customs Enforcement and was distributing the list and asking the media to “show the public the names and numbers and ask the question — how much are they costing the taxpayers.”

A spokeswoman for ICE, Virginia Kice, confirmed the agency received the list. She did not know whether the data is accurate and declined to say whether ICE plans to act. She said ICE has a policy of targeting dangerous immigrants first.

“We receive information and leads from the public on a regular basis,”said Kice, who encouraged the public to report people they suspect of being undocumented by calling 866-DHS-2ICE (866-347-2423).
