Pardon the expression, but horseshit. Ethiopia was civilized and building cities when Europeans were wearing furs and scratching flea bites. The Queen of Sheba was as black as the Ace of Spades. Take a look at the structure known as "Great Zimbabwe" and tell me it was built by "the genetically deficient". Yes, there are cultural pre-dispositions - Europe was much more outward looking, and disposed to adopting technology that had languished in other cultures. The Chinese had gunpowder a thousand years before it was taken up by Europeans and used to fashion implements of war. India had cities the size of Manhattan at a time before recorded history as we now know it.

I did not argue that. Simply that genetics is not the determining factor, and if one reaches beyond the common level of ignorance, too common in our society, one can find little bits of information that show that what is now is not all that ever was.
You can also go into South and Central America and look at the Olmec artifacts. One of the curiosities are giant carved heads of Negroid people. An interesting archaeologic tidbit.
However, confusing deficient culture with genetics is another form of ignorance. My argument is not that Black American culture is not a crippling legacy which results in lower attainment. No, that is all too obvious, but confusing intelligence with ignorance is simply, err, uh, well ignorant.
