Officer Stephanie Mohr…a forgotten victim of illegal immigration

On the night of September 21, 1995, Prince George’s County Police Officer Stephanie Mohr was on patrol in Takoma Park, Maryland, when her and her partner Sgt. Anthony Delozier, got a call to provide backup to another officer who was responding to a burglary at a business.

When they arrived on the scene, two suspects, Ricardo Mendez and Herrera Cruz were exiting the roof of the business. Mendez and Cruz, both illegal aliens, were yelling back and forth to one another in Spanish.

The first responding officer told the two to face the wall. Mendez reportedly made a motion as if he was going to run. That’s when Mohr, a K-9 officer, released Valk, her German Shepherd. Valk bit Mendez on the leg and held him while he was placed in handcuffs.

Both Mendez and Cruz were charged with 4th degree burglary. Cruz pled guilty and was deported back to Mexico. In addition to immigration violations, Mendez was convicted of selling crack cocaine and deported to El Salvador.

The incident was just another in a typically tough day for the Prince Georges police officer.

Then, five years later, the U.S. Department of Justice indicted Mohr for violating Ricardo Mendez’s civil rights.

The jury voted 11-1 to acquit Mohr, and the proceeding ended in a mistrial. However, the federal government tried her again, this time, even flying Mendez from El Salvador, and Cruz from a jail cell in Texas to testify against her.

In the second trial, the prosecution team painted Mohr as a racist, and this time they got a conviction. She was sentenced to 10 years in prison for violating the civil rights of an illegal alien drug dealer.

In August 2002, Mohr was taken to prison, where she remains today. Her release date is November 27, 2011. At the time she began serving her sentence, her son, Adam, who she was raising on her own, was 4-years-old.

We are all familiar with the persecution of Border Patrol Agents Ignacio Ramos and Jose Compean, after they pursued and shot an illegal alien drug smuggler. The two spent two years in federal prison after the Justice Department prosecuted them.

Of course, there are many other officers who have been unfairly prosecuted for denying illegal aliens their ‘civil right,’ usually on the orders of the Mexican government. But few have heard the sad story of Stephanie Mohr.

Sergeant Dennis Bonn, responded. Bonn then asked for assistance from Prince George’s County and specifically requested a K- 9 dog. Prince George’s K-9 officers Mohr and Anthony Delozier arrived with Mohr’s police dog. Bonn also called for a Maryland State Police helicopter, which illuminated the entire roof with a powerful light called a "night sun."

Bonn, with corroboration from three other police eyewitnesses, testified to the government’s version of how and why Mohr released her police dog on Ricardo Mendez, one of the suspects on the roof. After the helicopter arrived, the officers ordered the suspects to come to the back of the roof. Mendez and the other suspect, Jorge Herrera-Cruz, did so and held their hands in the air, as directed by the officers. Then, again as directed by the officers, the suspects climbed down from the roof, keeping their hands in the air, and eventually facing the officers, who surrounded them in a semicircle, some with their guns drawn. Bonn testified that the suspects followed all police commands.

As the suspects stood with their hands up in the air, Delozier approached Bonn and asked: "Sarge, can the dog get a bite?" Bonn "responded with one word, which was yes." Bonn testified that "[a]t that time, [the suspects] still had their hands in the air and they weren’t doing anything." Bonn then witnessed Delozier and Mohr have "a very, very brief exchange," followed by Mohr releasing the dog. The dog attacked Mendez, who "still had his hands in the air when . . . the dog bit him in the leg. [He] went down screaming and continued to scream." Bonn testified that, prior to Mohr’s release of the dog, Mendez did not make "any sudden movement," did not "fail to comply with police command [s]," did not "lower his hands," and did not "attempt to flee in any way." Bonn did not hear any K-9 warning prior to Mohr’s release of the dog or at any point during the evening.2 As a result of the incident, Bonn pled guilty as an accessory-after-thefact to a civil rights violation and testified for the government pursuant to a plea agreement.

Looks like it's the Sgt. on the scene, Sergeant Dennis Bonn, and Mohr's partner, Anthony Delozier, who should have received the brunt of the punishment, since it was Delozier who asked if the dog could "get a bite", and Bonn who gave the ok.

Mohr is just the fallguy, or fallgal in this case.

good catch. Similarly, sheriff joe of arizona, often touted as some sort of 'patriot hero', has many civil rights complaints against him, as well as the fact that he has officially endorsed Pro-amnesty candidates. emotionalism & desperation, however, often blinds his adorers. they would probably claim i am for open borders because i point out that their own folk hero supports amnesty for illegals.
