U.S. PASTOR COUNCIL STRIVES TO LEAD THE FLOCK ASTRAY By Allan Wall July 24, 2010 On July 4th, WorldNetDaily published an article entitled “Pastors Seek to ‘Secure our National Borders'.” That sounds good. Like most Americans, I want the border secured. The group of pastors referred to in the article’s title refer to the U.S. Pastor Council, which has drafted a declaration on the border and immigration. The declaration (you can read it yourself here) begins with a preamble which isn’t very specific and ends with a conclusion that makes a sort of threat against people who disagree with the U.S. Pastor Council (read it to see what I mean). But the real meat of the declaration consists of the pastors’ policy proposals, which are organized into three steps. Let’s have a look at each step. The first step is “Secure our National Borders First.” I have to agree with this step. And pastors say it’s ok for us to use “fences, adequately armed U.S. military presence, electronic surveillance, increased Border Patrol forces, full enforcement of all existing immigration laws and policy changes protecting citizens as well as law enforcement from persecution, prosecution or lawsuits when acting to protect life and property….” Most Americans would agree. Our federal government has failed to secure our border, though it could be secured if the political will existed. So Step One is a good step. However, those who think Step One sounds good need to read on, because in Steps Two and Three , the Pastor Council goes completely off the rails, promoting nation-wrecking proposals that would obliterate whatever good is accomplished by Step One. Step Two is entitled “Reform the Immigration System.” Well, that could mean anything. What does it mean here? What the Pastor Council is calling for is a massive increase in legal immigration. That’s exactly what our country does not need. For one thing, we have 15 million Americans out of work! So what we really need is an immigration moratorium, not an increase! But no, the Pastor Council thinks we have “unrealistically low quotas”! This despite the fact that the U.S. takes in more legal immigrants than any other country in the world. But it’s never enough, is it? Notice too how the Pastor Council views our current legal immigration system. It says that “many if not most people who desire to emigrate to the U.S.” face “inhumane treatment.” Inhumane treatment? Is the Pastor Council aware of all the government benefits immigrants receive? Not only that, but most immigrants are eligible for Affirmative Action, which discriminates against white Americans in favor of minorities! If the immigrants were treated so badly, they’d have returned home long ago. In this time of economic crisis, we do not need a million legal immigrants annually. It’s time for another immigration moratorium, as we had in the 1920s, to give the millions of immigrants already here an opportunity to assimilate. Back to the declaration. When the pastors get to Step Three, they pull out the old amnesty card. These pastors want amnesty for illegal aliens. Oh, of course they don’t call it amnesty. Their euphemism for amnesty is to “Implement a just process to legal status for specified illegal immigrants.” Read the small print, and yes, it’s just another amnesty proposal. History has shown us that amnesty encourages more illegal immigration. We tried that back in 1986, remember? And now the situation is worse. Amnesty, or whatever you choose to call it, is not the answer. The pastors of the U.S. Pastor Council, and other prominent evangelical leaders, have jumped on the amnesty bandwagon. But at the grassroots, polling indicates that evangelicals are more likely than mainline Protestants, Catholics and Jews to believe that current immigration levels (legal and illegal) are too high, that we have enough Americans to do our labor, that amnesty is not the answer, and that enforcing the law is better than amnesty. Despite this, elitist evangelical leaders like those of the U.S. Pastor Council want to ram mass immigration and amnesty down our throats. They want to use your church offerings, in other words, for their nation-wrecking social engineering schemes. If you don’t agree with the U.S. Pastor Council, write the group here and here. Don’t neglect to write to Dave Welch, executive director of the U.S. Pastor Council and explain to him why you don’t agree. And talk to your local pastor. If necessary, educate him as well.

Pastors’ Declaration on Border Security and Immigration Reform Preamble In the course of our history as a nation, challenges and crisis moments have arisen that required principled leadership and the laying aside of partisan politics. Such is the need before us in our day regarding the escalating illegal immigration crisis and the security of our national borders. It is clear and evident that the tangible and present crisis regarding the state of our national border security and immigration system must be addressed rapidly, justly and humanely with equal regard to both rule of law and God-given value of every individual. Holy Scriptures demand that justice and compassion be balanced with neither improperly dominant over the other in our hearts and our laws. Therefore, we as pastoral leaders called by God to proclaim His truth and acting in the tradition of our nation’s history to lift our voice in the public square when there are those societal issues that demand just action by our governing representatives, do hereby present this statement of general principles and call on our elected state and national leaders to: We call on every member of State Legislatures and the United States Congress to publicly support and provide proactive leadership to see this present crisis resolved in a humane way that includes but is not limited to the following steps IN THIS ORDER of priority: Step One – Secure our National Borders First It is the first business of our government to protect the safety and welfare of citizens against “enemies foreign and domestic.” The well established fact that drug cartels, gang members, other criminal elements and now Middle Eastern operatives linked to Islamic terrorism are freely moving across our southern border has created an urgent national security crisis. ACTION NEEDED: o All borders, with specific priority to the southern border of the United States, must be secured as soon as possible using whatever means necessary to stop all entry from points other than regulated crossing stations. o Fences, adequately armed U.S. military presence, electronic surveillance, increased Border Patrol forces, full enforcement of all existing immigration laws and policy changes protecting citizens as well as law enforcement from persecution, prosecution or lawsuits when acting to protect life and property are examples of first steps that need to be implemented. Step Two – Reform the Immigration System · The process of entering the country legally is fraught with red tape, fraud, delays, unacceptable costs, unrealistically low quotas and inhumane treatment for many if not most people who desire to emigrate to the U.S. temporarily for education or work, or permanently as citizens. This system needs to be reformed so people legitimately seeking temporary or permanent residency in this country are treated with dignity and respect. ACTION NEEDED: o Government agencies charged with assessing and processing immigration requests are severely understaffed and inadequately funded to handle the backlog of immigration applications. Current staffing at American embassies charged with assessing and processing immigration applications should be better trained, better screened and/or replaced as necessary with uniform standards provided for greater accountability. o Congress needs to reform immigration laws to address significant backlogs under quotas for highly skilled immigrants; to establish meaningful quotas for semi and low-skilled workers as well as enact a temporary worker program so that where there are proven shortages of U. S. workers, there is a mechanism by which workers can enter legally while maintaining their family ties to their home countries. Congress also needs to modernize the verification process by which employers determine who is authorized to work in the U. S. Step Three – Implement a just process to legal status for specified illegal immigrants · While illegal immigrants have violated immigration laws to enter the country or overstayed their lawfully permitted time, there needs to be a process of providing those who qualify, are involved in lawful commerce and wish to remain here a means of doing so either as guest workers or eventually as citizens, with the proviso that they be required to display proficiency in the English language and critical facts about our American history, the basis of our constitutional republic and the duties of citizenship within a reasonable period of time to qualify for either status. ACTION NEEDED: o Execute a fixed period of open registration for those here illegally, and provide a temporary work visa which contains requirement of adequate civil penalties yet does not require them to return to their country of origin and provides protection of legal status. Once that registration period has passed, any violation of immigration laws should result in immediate deportation. o Any person found to have committed crimes against property or person while here, or with a felony criminal record in his or her home country, should be denied legal status of any kind and deported. o Effectively enforce laws which prohibit non-citizens from receiving entitlement to non-emergency government services unless specifically adopted by legislative process at the state or federal level. We the undersigned pastors declare our commitment to using our voice and influence in every way possible to support these principles. We will also publicly hold accountable those who choose to remain silent, who are divisive for purely political purposes, or who act in opposition to these principles. We can and should institute a workable migrant worker program. It should begin and end with migrants having an opportunity to work and earn a living wage. Since these people would be here by "PRIVILEGE" they would be taxed for that privilege. There should be adequate border patrol whether state or federal to prevent other unwelcome visitors from crossing the border.

Illegal means illegal. That is not obeying the law of the nation. What should we as Christians think about illegal immigration? We are all aware of the book "In His Steps," by Charles Sheldon which was the initiator of the modern WWJD - "What Would Jesus Do". Hillary Clinton might read the following since she frequently asks the question. I receive many e-mails daily with comments on my articles. I wanted to share with you one e-mail I received today from a Christian perspective, which I find very thought- provoking. There is absolutely NO "Christian" imperative to let anyone in. The Founders, all Christians (despite what some might say), said in the Constitution, this nation is for OUR posterity. They didn't say it was for people who would assimilate. The challenging part of this movement is to decide what Jesus would do in some of the more complicated situations facing our society. Some situations are clear - like Jesus would not steal. But what about the current issue of illegal immigration? In addressing illegal immigration or any other "What Would Jesus Do" situation, all Christians should agree that Jesus would honor God's Word. After all, Jesus was the one who was always responding, "It is written...". So the first place for Christians to go for guidance on this issue of illegal immigration is the Bible, and what the Bible says on the related topics. Read on... There are many portions of God's Word that address different facets of the immigration issue. As difficult as it might be to have "tough love", the highest goal of being a Christian is not being nice to strangers, it is being obedient to the guidance and principles of God's Word. Further, even though God's Word directs us to be kind to the "alien" living among us, and to be givers, we are not directed to give other people's tax dollars, welfare funds, or jobs, to the alien. Further, if the alien has broken the law of the nation by coming illegally, the alien is supposed to be subject to the penalties of the law just like the native citizens (Exodus 12:49). Some people question immigration laws. Even though God owns the whole earth, He delegated the earth to man and promotes the concept of private ownership of land. There were many land transactions in the Bible, and God supported the right of individuals to manage their land. God even recognized the right of the Edomites to not allow the Israelites to cross their land on the way to Canaan even when Moses asked permission (Numbers 20:17-21). The nation of America is just a collection of private land tracts, plus some acreage that we citizens own in common through what we call our federal government. We have the right (and duty) to stop people (who could be terrorists, drug smugglers, etc.) from entering our land illegally regardless of whether they come from Mexico, Canada, or through an airport or seaport. God said, "Let all things be done decently and in order" (1st Corinthians 14:40). This includes immigration. The United States accepts more immigrants than any other country of the world, and the revised immigration law of 1990 created a flexible cap of 675,000 legal immigrants per year. I have read that 2 to 3 million people have applied to immigrate from various foreign countries and are standing in a "legal line" waiting their turn. These annual quotas are to prevent us from being "overrun" and to screen the applicants to keep out murderers, terrorists, and those with readily communicable diseases. This is fully in line with Biblical principles. As a contrast, when a former American President adopted an attitude that the United States would take anyone from Cuba in 1980, the Port of Mariel boatlift occurred. It has been reported that Fidel Castro emptied his prisons and sent Cuba's worse criminals over to Miami. It is a fact that 2,746 of these Cubans were discovered to be criminals, and over 800 of them are still in U.S. prisons at American tax payer expense because Castro refuses to take them back. This is an example of things not being done decently and in order. If borders are not secure and immigrants are not screened, any kind of person, criminal, or terrorist could come into our nation. Would Jesus be in favor of that? Plus, it is grossly unfair for law-abiding immigrant applicants to wait 3 or 4 years while illegal immigrants "cut in line" ahead of them illegally by the millions. If we feel that our nation has too many unfilled open jobs, then we can easily increase the immigration quotas to get more workers in a legal process. The applications to immigrate are available online so the whole world can fill them out. But by having our immigration occur through the legal process, each immigrant will learn our language, our laws, our history - our culture - before becoming an American citizen, and therefore he or she will be must less likely to try to change our Christian culture. In addition, legal immigrants will pay taxes which is their duty (render unto Caesar - Matthew 22:21). And we do need to preserve English as the common language lest we end up like the Tower of Babel, with the confusion and inefficiency caused by multiple languages (Genesis 11:6-7). God instructed some of His people to be "watchmen on the walls". What were they to watch for? In historical Biblical context, it was to watch out for foreign people who would try to overrun Israel and take it over. God has always been working to preserve the righteous line, the Godly seed, and a people performing true worship of God. On the other hand, Satan has always been trying to overrun and destroy the same. America was populated as a place where true Christians (Pilgrims, Puritans, etc.) could come in order to be free to worship God in the Christian tradition. Certainly, Satan would like to end that (and end the 90% of all money spent on missions which comes from America). Simple math shows that Satan could potentially do that by out-numbering us Christians with voting people who are not truly born-again. (There are many nations that have adopted laws that you cannot send funds outside of the country without government permission.) Along these lines, God had specific things to command about the "aliens" who did come into Israel's land. First, the aliens had to be willing to embrace and assimilate into the culture of Israel. This very much particularly included the religion of Israel. God told the Israelites not to intermarry with those of foreign gods or make covenant with them (Exodus 23:24 & 32). In addition, God said the aliens had to observe the Israelite's Sabbath (Exodus 20:10) and the Israelite's day of atonement (Leviticus 16:29). In fact, God was in favor of the aliens bringing sacrifices to the temple - and if the alien tried to sacrifice to a different god, "that man must be cut off" (Leviticus 17:8-9). It was clear the immigrants had to be willing to assimilate. God was not in favor of what is called "multi-culturalism". God wanted the Israelite's culture (religion) to be preserved by being predominant in the land, and if a small percentage of aliens were willing to live with that, they could dwell within Israel. God permitted aliens who were willing to assimilate into the culture of Israel - not to be separate from the culture of Israel, and certainly not to change the culture of Israel! The Bible says, "Can two walk together, unless they are agreed?" (Amos 3:3). God is not the author of "separate but equal". He wants the immigrants to merge or assimilate into our culture, not introduce their own. The Bible does teach us to be kind to the alien (Exodus 22:21, Deuteronomy 10:17). While this was primarily addressing legal immigrants, from a Christian point of view, the present flow of illegal aliens into America is a ministry opportunity. We should not try to help them get into our country illegally, but when our paths bring us across those who appear to be immigrants, we can share the Gospel and try to convert them wherever we find them. Reaching out to them with Christianity is something we should try to do since the "mission field" has come to us. Deporting illegal immigrants is a valid responsibility of our government. But we need to have Christian compassion in figuring out how to not break up families when our government does need to deport those who are here illegally. Last, we also need to guard our hearts from having racial hatred toward immigrants from any country. Skin color, language, or accent are not reasons to have discrimination in our hearts. There are only two "races" on the earth - the saved and the unsaved. And God so loved the unsaved, that He gave His only begotten son. So we should walk in Christ-like love toward unsaved mankind regardless of external differences. Legal immigrants are often in great need of language training, job training, benevolence giving, food donations, and of course spiritual ministry. We need to seize the opportunity to evangelize them for Christ before they change our culture away from our Christian heritage. And we need to pray for our government to have wisdom, strong leadership, and the ability to discern and meet the needs of our nation.
