That would fall under suppression. At least one other alleged water power car inventor claimed TPB's not wanting such tech around. And he died under somewhat questionable circumstances some time ago. Around 2000, I think.

That doesn't prove the tech works, though.

One thing about the laws of physics is that natural life tends to take advantage of them to do odd things. Birds flying for example. If this tech does work, I would expect it to be found in nature in one form or another. Electric eels do naturally produce electrical voltage so if there's some energy that could be made from mixing it with water, I'd expect eels or some similar creature to be able to exploit that possibility somehow.

If it doesn't appear in nature, it's a bit of evidence against the supposed tech being possible.
