At a time when workers' pay and benefits have stagnated, federal employees' average compensation has grown to more than double what private sector workers earn, a USA TODAY analysis finds.

Federal workers have been awarded bigger average pay and benefit increases than private employees for nine years in a row. The compensation gap between federal and private workers has doubled in the past decade.

Federal civil servants earned average pay and benefits of $123,049 in 2009 while private workers made $61,051 in total compensation, according to the Bureau of Economic Analysis. The data are the latest available.

The federal compensation advantage has grown from $30,415 in 2000 to $61,998 last year.

Public employee unions say the compensation gap reflects the increasingly high level of skill and education required for most federal jobs and the government contracting out lower-paid jobs to the private sector in recent years.

"The data are not useful for a direct public-private pay comparison," says Colleen Kelley, president of the National Treasury Employees Union.

Chris Edwards, a budget analyst at the libertarian Cato Institute, thinks otherwise. "Can't we now all agree that federal workers are overpaid and do something about it?" he asks.

Last week, President Obama ordered a freeze on bonuses for 2,900 political appointees. For the rest of the 2-million-person federal workforce, Obama asked for a 1.4% across-the-board pay hike in 2011, the smallest in more than a decade. Federal workers also would qualify for seniority pay hikes.

Congressional Republicans want to cancel the across-the-board increase in 2011, which would save $2.2 billion.

"Americans are fed up with public employee pay scales far exceeding that in the private sector," says Rep. Eric Cantor, R-Va., the second-ranking Republican in the House.

Sen. Ted Kaufman, D-Del., says a pay freeze would unfairly scapegoat federal workers without addressing real budget problems.

What the data show:

•Benefits. Federal workers received average benefits worth $41,791 in 2009. Most of this was the government's contribution to pensions. Employees contributed an additional $10,569.

•Pay. The average federal salary has grown 33% faster than inflation since 2000. USA TODAY reported in March that the federal government pays an average of 20% more than private firms for comparable occupations. The analysis did not consider differences in experience and education.

•Total compensation. Federal compensation has grown 36.9% since 2000 after adjusting for inflation, compared with 8.8% for private workers.

Perhaps the problem is that yours was before my time, a more current time.

I see.

I was never ashamed of what I did for a living, government or otherwise.

Painting government service with a broad brush is very easy to do, especially when it is all bad, that brings out anger from people that have never been there and are easily led.

On a current and local basis, I expect prompt service from my local police and fire people, 24/7. Just perhaps that translates to most jobs in state and federal service?

concerning revenue - we should be very concerned that revenue from the corporate income tax has declined dramatically. From 1960 to 2000 the government got each year 10%-12% of all its revenue from corporate income tax. And by 2005 it was down to around 5% despite that corporate income increased dramatically from 2000 to 2005. Government just plain stopped collecting revenue from this source. this causes debt. we are truly stupid if we think that is good.

Corporations are not people. Taxing corporations is just a hidden tax on the people as tax costs are passed on to consumers. Corporations should not have free speech rights either. They are not people.

O_I, wasn't there a court ruling that made corporations like people?

IMHO fiat money is not bad, but is good. it is bad when the Federal Reserve is allowed to manage the fiat money for its own profit. That job should be done by our government.

Imagine if the federal government did what the Fed currently does. They would create new money from thin air, then they would lend the money out to select and prominent large banks. Then these banks would pay the money back over time including principal and interest. This would cause a huge cash flow to government. Government would have the opportunity to cut taxes dramatically. That would be a good thing, not a bad thing.

We did it this way in our country prior to 1763. It worked fabulously. We as a people were made prosperous by this. If prosperity for the people were a priority today, then we would do it again. Prosperity for our people is NOT a priority.

and if you really think that our 50 states are sovereign anywhere, then you are living in a dream-world. Our federal government dictates to all of the states. It decides how much to tax, it collects taxes within the states, the federal government controls the military, even the various state militias are today 100% controlled by Washington, reforms were made in the Bush admin to take all power from states concerning their state militia or national guards. The 50 states don't coin money either.

In Washington they decide that every single school in America will hire a psychiatrist. If a school fails, they have their funding cut by the Washington bureaucracy called Department of Education. If the psychiatrist does not put children on drugs according to a schedule made in Washington, then the psychiatrist is deemed by the people in washington to not be doing his/her job and funding for the school is cut.

State lawmakers don't even decide how most of each state's tax revenues are spent. The federal government dictates to them so strongly.

It is your dream that the 50 states should be sovereign. Abraham Lincoln sent 80,000 armed soldiers into Virginia for the purpose of killing Virginians because the Virginians thought that their state's government was sovereign.

Banks have usurped sovereignty from our federal government. and the states are totally dictated to. But the big banks dictate to our federal government. This is our reality.

Corporations are not people.

the government gives many privileges to corporations. The law is arranged to make it much easier for corporations to raise up financing than individuals. The law is arranged to cause the tax rate on corporations to be much lower than for individuals. Government favors corporations strongly over people. When you advocate that corporations be taxed not at all or very lightly, then you are advocating that a privileged institution be given yet more privileges. and you also advocate financial ruin for the government. When you just drop your revenue sources and don't try to bring in money, then you're creating debts in an irresponsible manner.

The people that own shares in corporations are taxed at a special low rate that is lower even than what low income people pay on their labor's tax rate. and before the profits are disbursed to shareholders the tax rate on corporate income is extremely low also. After 2000 and before 2006 it was decided that investors get that special low tax rate of 15%, much lower than the tax rate on everybody else, even on low income people who pay 15.8% just on the payroll tax. And also after 2000 and before 2006 taxes on corporations were cut dramatically.

None of these tax cuts caused jobs to be created. they only caused revenue problems. It was irresponsible to cause these revenue problems.

way back over 100 years ago there was such a court ruling. What I've tried to explain to you is that corporations are given privileges above individuals. people complain about double-taxation where the corporations have to pay a tax on their income and then the shareholders also pay a tax on the income after they receive the corporation's after tax profits. But both the individual shareholders and the corporations had their tax rates cut to an extremely low level well under what individuals have to pay.

Economic activity should be taxed if government needs the revenue. We shouldn't let government incur huge expenses due to its debt service costs.

If you don't want to tax corporations, then we should not give corporations the privileges that empower them. Since we do give them privileges we are fools not to want to tax their activities.

You have it backwards. The solution is not to bring them down to our level of servitude, but rather, to eliminate the barriers that government puts up to prevent us from engaging ourselves fully in the economy. Your economic life is not a conditional privilege to be doled out to you by Massa Government. Eliminate government control over "who gets better financing" and other such claptrap, and then corporations simply exist as they used to, as simple companies.

There's no need to dig the hole of control deeper.

When you lower a government worker's salary, the money is not "taken from the economy". The money is taken from the economy to PAY the worker's salary. Reducing a government's salary thus, puts the money BACK in the private sector from when it was stolen.

People who own corporations have every right to freedom of speech as anybody else. And if they own the corporation, they have every right to use the money from their enterprise to finance their speech. That's a basic tenant of property rights.
