All of these types of incidents are intentional. Not each individual event but the recruitment of low I.Q. Cops with anti-social tendencies, and the failure to restrict Taser use, are intentional with the foreknowledge that a certain percentage of events such as this will occur. That is the desired intent - to terrorize, dehumanize, and intimidate. It is psychological pressure and it is intentional. This is how you cow and subjugate a formerly free people.
It is possible, maybe likely that these sort of actions are timeless, that is since there have been people, just the tasers and the availability of the reports are new. I mean, the Internet is how we have been made aware of this. The Internet is new.
300+ Million people and the chances of this sort of thing happening daily is very high.
