I believe it is covered under international copyright law and so importing them would be illegal and the "knock-off" shoes would count as illegal contra-ban.

No, it means nothing of the sort. It simply means that I am not going to address your question. The government of Mexico, and the U.S. Government, already run the cartels. So, your question does not address the existing scene. As a hypothetical question it is detached from reality.
You could phrase it as a different criminal cartel, but even then that begs the question.
