I just saw the movie Eagle Eye on DVD. It has lots of action. It is about a cyber-terrorist who plans Operation Guillotine which is to kill the President, the Vice-President, the Speaker of the House, the Senate Majority leader, the Cabinet, the Supreme Court and almost all of the members of the House and the Senate.

I liked the movie and got it from Netflix. The only bad thing about the movies is the unhappy ending.

I'm not entirely certain that a person planning or doing those things is necessarily a "terrorist". When some of the Founding Fathers slipped into British camps and slit throats in the wee hours of the morning, they were freedom fighters.

Terrorist is defined not so much by your tactics as by who writes history. Given the absolutely lawless thuggery coming from D.C. these days, nobody up there can claim to be legitimate government servants with any kind of power deriving from our consent. History may well NOT call some hypothetical anybody who dispatches some of all of them a "terrorist".

For NSA snoops, this was just an academic contribution to the discussion, not an urging for anybody to "do anything".
