I believe that the president can in some circumstances target and remove figures in a command-and-control position over hostile forces even if they are removed from a conventional battlefield. But I am deeply suspicious of the need to add to the president’s theoretical powers by killing a U.S. citizen in Yemen who could certainly be captured, brought back to the United States and put on trial.

When he says assassinations are ok by him "in some circumstances", he probably means only if the hostile targeted is Arab or otherwise Gentile.

A number of commentators have questioned the president’s claim of authority to assassinate, some calling it “tyrannical.”

Presidents don't have any such authority, no matter how much Israel wants them to mimic its extra-judicial and "pre-emptive" strikes policies so that it doesn't appear so singularly maniacal. Congress has the power to declare War on an idividual if it thinks that's necessary, to grant Letters of Marque and Reprisal, and to make Rules concerning Captures on Land and Water -- not Presidents or Presidential imposters.
