This sort of bad legislation doesn't just go away or die in some committee when a congress adjourns. It comes back time after time like a bad penny. If it doesn't make its way through the sausage machine on the first try, our enemies see to it that it finds its way into some other canned ham of a bill hidden among the thousands of pages of paranoid lawyerspeak and boilerplate.

Conspiracy aside, that's what happened to the Patriot Act. They had tried to pass it before and it didn't fly.
