America has substantial human and resource potential so maybe what's needed is the extra trillion to get people motivated and organized to build decent homes for themselves along with an energy conserving high-speed rail system throughout the continent to South America, Alaska, then to Asia via the proposed Russian under-sea tunnel to move people and fresh produce. Could be Helicopter Ben is onto something. This might not generate the kind of wealth needed to pay for imported oil but then it's not really needed because most "trips" to work, for groceries, etc., can be handled in much more efficient, energy-conserving ways. Just need managerial talent like the kind that's running Exxon, Chevron, Valspar. GE and others that have been operating at a profit for decades.
