I remember this exact advertisement. They'd print it in the back of some magazines in a classified section. You could buy these along with some Sea Monkeys. Don't remember which magazine that was though. But it was okay for kids. At least back then.
I bought one when I was a kid. It didn't work. All the stuff I bought never worked.

How ironic! I should have read the whole thread because I said to my wife a poster by the name of Turtle probably was stupid enough to buy a pair and walla, you claimed you did and told us all how stupid tou really were as a kid and nothing has changed once you became an adult. Of course that is in name only.
